These self-help schemes are created by the Department of self-help group and self-employment under Govt. of West Bengal. The target of these schemes is to create jobs and improve self-help opportunities for unemployed youth. These self-help groups also help in promoting women as a worker in society. These schemes become a necessity in a county like India as the unemployment rate is huge. These schemes especially help women in society as they are denied work outside their houses. So this comes as a great initiative by the government to employ and empower women. The department of SHG & SE was set up in 2006 by Notification No. 196 Home (Cons.)-R&R (Cons.) -10/06 dt. 12/07/2006. In this article, we will elaborate on the schemes related to self-help.

West Bengal Self Help Groups List

  • Swami Vivekananda Swanirbharkarmasansthan Prakalpa (SVSKP)

The launching year of the scheme is 2011-12 financial year. This is a flagship scheme of the Department of SHG&SE. And the scheme is implemented by the West Bengal Swarojgar Corporation Ltd. (WBSCL). The basic objective of the scheme is to provide increased access to credit for rural/urban enterprises. And supporting unemployed young individuals and groups of individuals. The target group is 18 – 45 years old and has an income ceiling of Rs 15,000/- per month. The scheme has been giving stress to training. Especially on trades where waste of the locally available abundant raw materials is happening due to ignorance. These raw materials can be utilized for producing finer articles. Also on the traditional craft where there is sufficient potential.

The main objective of the scheme was to generate self-employment in the state. The unemployed people are trained before they come up with the project for institutional finance. The subsidy is provided to these entrepreneurs by the state government. After the advent of the new government, few new modifications such as the Quantum of subsidy rise by 20-30%.  The scheme was renamed in the name of Swamy Vivekananda as ‘Swamy Vivekananda Swanirbharkarmasthan Prakalpa in 2012.

  • West Bengal Swanirbhar Sahayak Prakalpa (WBSSP)

WBSSP launching year is the 2012-13 financial year. The objective of reducing the interest burden of the Self-help Groups accessing bank credit through the interest subvention. The scheme ensures that no Self-help Group pays more than 2 percent as interest for the bank loan received. Interest subsidy from the department ranges from 9 percent to 2 percent, depending on the nature of the group and the program. The government of West Bengal has decided that Banka will submit the claim of subsidy to West Bengal Swarojgar Corporation. And the Corporation will verify the claims and will make payment directly to the account of the beneficiary through RTGS/NEFT.

  • Skill Development Training of SHG members and entrepreneurs

Department of SHG & SE has been organizing training programs for employment opportunities, upgrading skills, and developing quality products. These programs are running on various trades through-

These are a few subjects on which the training programs are running-

Zori Craft, Floriculture, Jute Products manufacturing, Goat Farming, Computer Applications, Marketing, Handmade Paper Bag making,Napkin Making, Vermi Compost Production, Organic Farming, Industrial Hand Gloves making, Ornamental Candle making, Agarbatti making, Tailoring, Soft Toy making, Zori Craft, Floriculture, etc

  • Organizing of Fairs and Exhibitions

For marketing of the products of Entreprenures department organses fairs and exhibitions regularly. So that maker of a product can reach to its potential buyer. Also this will open the door to publisize the products’ quality, prices and usefulness. Some state level fests such as Kolkata SabalaMela and district level SabalaMela are big opportunity for entrepreneurs. The SHGs not only able to sell the product through these fests but also able to create awareness among masses. Cultural fests are big attraction point of these fests.

Department is aiming for access to both domestic and international market for enterprenures. And from comments and feedbacks the fair really seems to be making a powerful impact. Also few selected SHGs gets chance to show and sell their product on the national fests. Here they are able to reach to bigger market and able to sell their products.

  • Construction of Training-cum Marketing Complexes (Karmatirtha) under the state plan

This Department has undertaken a program of setting up of projects of Training-cum-Marketing Complex (KARMATIRTHA) in the districts and sub-divisional headquarters under State Plan to facilitate training of SHGs for Skill Development and for marketing of their products.

  • Personal Accident Insurance Scheme for SHGs

SamajSathi is an assurance scheme for the self-help group members of the state. The task in this regard has been entrusted to the SHG & SE Department as the Nodal Department and WBSCL as the Implementing Agency. Of late converted into assurance mode, the project aims at providing critical support to the self-help group members and members of their families falling victims of accidents. In sync with SwasthyaSathi implemented by the Health & Family Welfare Department.

  • Target Group – SHG Members
  • Age limit – 18-60 years
  • Accidental death & permanent total disablement – Rs.2 lakh
  • For partial permanent disablement – Rs.1,50,000/- (maximum)
  • Hospitalization for accidental medical treatment – Rs.60,000/- (maximum)
  • Accidental outdoor medical treatment (Day Care) – Rs.5,000/- (maximum)
  • For funeral expenses for accidental death over & above the Principal Amount – Rs.2500/-

Muktidhara (Sustainable Livelihood Project)

Muktidhara was initiated as a small experiment in the district of Purulia to enhance livelihood opportunities of the tribal women through specific micro firm-based as well as non-firm projects and training interventions. Some of the initiatives in Purulia emerged as interesting models of development, especially of tribal women. Bankura is the only district without implementation of the scheme. Initially, the focus in Muktidhara was livelihood augmentation of the SHG households by providing support for micro firms and micro-enterprises. The focus was also on the skill up-gradation of SHG members in both the production and service sectors.

The department also included an element of support to individual youth through skill development and bank loan subsidy-linked projects. In a shift in approach, the decision was taken to implement Muktidhara as a convergence initiative where all the development departments having a stake in village development and development of livelihood are to be taken on board. And through concerted effort, all the villages in the project area are to be developed using resources from multiple departments and programs. The role of the SHG&SE Department has been conceived of as the coordinating department in such convergent community action.
